Aside from elaborate costuming or scenery, some of these photographers used camera & film techniques to interesting effect - you can definitely see the hand of the Surrealists (flourishing in France & Germany at the time) in many of them. Others just aim for a glamorous look at their subjects, and glamour in the Roaring Twenties and Weimar Era, etc, was not in short supply.
